A PLAN to form a bureau to oversee innovation and technology is back on the table,said Chief Executive (行政長官) Leung Chun-ying (梁振英) in his policy address last week.He said the government will work with various sectors to set its targets and policies.
The working group on manufacturing industries, innovative technology, and cultural and creative industries will help by making recommendations on start-up companies, building brands, nurturing talent, and providing support.
Leung said the government’s investment in research on technology and innovation has been too sparse. It is in need of a new focus.
“There’s one innovative technology that we all have – the Octopus (八達通),”Leung said.“It is not an astonishing technology but it has become popular.”
The Innovation and Technology Fund (創新及科技基金) is now under review by the Innovation and Technology Commission (創新科技署).
Leung said the Innovation and Technology Commission and the Office of the Government Chief Information Officer (政府資訊科技總監辦公室) will come under the bureau. There is no candidate yet for the post of bureau secretary.
Executive Council (行政會議) member Andrew Liao Cheung-sing (廖長城) said creative industries as well as innovation and technology will be the main engine for future economic development.
