AFTER much controversy, the Labour Department has announced measures to protect foreign domestic helpers who have to clean windows in high-rise buildings.The restrictions will be written into new contracts from 1 January 2017.
Under the new rules, an employer cannot ask a maid to clean the outside of a window unless it is on the ground level or next to a balcony. Otherwise, the window must be secured with a grille. Maids can extend only their arms outside the window.
Last month, the Philippine consulate unilaterally declared that Filipino domestic helpers will no longer clean the outside of a window after many maids fell to their death. Other countries which have their nationals working as maids in Hong Kong followed suit.
